JOB TITLE: Public Works Operations Manager
RATE OF PAY: $75,371.65 - $93,156.85 (Annually)

SUMMARY:
Performs a variety of supervisory, administrative, skilled and technical in planning, operations, maintenance, replacement and repair of city streets, stormwater systems, landscaping, lakes maintenance and other public works duties. Acts as a liaison between City Administration and the community, providing reference services and information assistance. Oversee the stormwater/streets and landscaping division’s superintendents, and assume responsibility for ordering materials, managing personnel, equipment, budgets and adhering to established timeframes and deadlines.
DUTIES AND RESPONSIBILITIES:
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices:
- Manage all programs and services offered by the City’s Public Works Department.
- Manage and administer all contractual maintenance operations, and repair services.
- Manage the operation of the solid waste and recycling services.
- Supervise Stormwater, Streets and Landscaping Operational Activities
- Responsible for preparing work procedures; work schedules; and manage workflow of all maintenance staff members in the department.
- Ensures inventories are recorded and maintained in accordance with the budget.
- Plan and implement projects approved by the City Administrator for work performed on City facilities and the right-of-way which includes maintenance and repairs within such trades as air conditioning, carpentry, electrical, painting, plastering, plumbing and contractual maintenance work.
- Assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.
- Performs site visitations and survey activities and investigate areas of complaint.
- Plans, schedules, implements, and participates in maintenance, and operation activities designed to provide quality service for the City.
- Continuously study and standardize department policies and procedures to improve efficiency and effectiveness of operations.
- Analyze and recommend extent and nature of repairs and improvements; estimates labor and material requirements; check and approves supply orders; selects equipment to be purchased.
- Responsible for all administrative functions required of the position including preparing memoranda, obtaining bids and all other administrative functions required for City’s facilities and right-of-way.
- In coordination with the Engineering & Construction team, administer the functions of the Storm Water Utility Management activities, to include, drain cleaning; improvements to the drainage system; and the National Pollution Discharge Elimination System.
- Recommend the administration of disciplinary action as required to assigned staff as needed.
- Assists in the preparation of departmental budgets.
- Employee is a 24-hour employee and exempt (salary employee and not entitle to overtime pay).
- Participates in the planning and administration of the City's events and festivals or other events sponsored by the City.
- Provides oral and/or written reference services and information assistance to the community at large.
- Plans, organizes, coordinates, supervise, and evaluates programs, plans, services, staffing, equipment, and infrastructure of the assigned divisions.
- Evaluates department/ divisions’ needs and formulates short and long range plans to meet needs in all areas of responsibility.
- Determines applicable codes, regulations, and requirements for all Division responsibilities and assignments.
- Oversees the time and budget parameters for assigned projects.
- Maintains appropriate records in connection with work assignments.
- Prepares requisitions for materials and estimates costs in terms of labor and supplies.
- Supervises activities during Emergency Preparedness, as an essential employee.
- Implement and enforce safe working environment during all department's operations, including the use of safety equipment at all times.
- Inspect and implement ADA corrective measures.
- Performs the more skilled tasks as necessitated by workload.
- Conducts continuous training on the job for maintenance personnel.
- Attend City Commission meeting.
- Performs other related duties as assigned by management.
SUPERVISORY RESPONSIBILITIES:
- This job has supervisory responsibilities.
- Directly supervises facilities maintenance employees, vehicle maintenance contractual services, street and landscaping crew and other employees assigned within the Public Works, Department and other divisions as necessary, and other contractual services such as the stormwater program, solid waste services, landscaping maintenance and Street Lights maintenance services.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include interviewing, recommend candidates for hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- This job has field managerial responsibilities that requires Operations Manager to demonstrate assigned work to employees in the field.
